If the actuator works and the BCM is grounding the relay, and the fuse is okay, then the relay is the issue. Does the meter read 12 volts? If it does then the BCM is seeing the button pressed and it is grounding the relay. You do this by putting your meter on battery positive and then touch the other lead to terminal 4 of the relay with the relay removed. Then we need to check to see if the BCM is grounding the relay. If it does then we need to check the fuse that feeds pin 3 shown in the diagram. This will prove out the wiring and actuator.
